achieve a return on investment of 9% tax free, index linked to RPI (currently
4.5%) and guaranteed for 25 years.

This fantastic deal was put in place by the government in April 2010 with the payments to be made through the energy suppliers (there is no funding from central government using taxpayers money). This pilot scheme is intended to run until March 2012, when the benefits will reduce. Depending on the numbers that take up the deal, the government reserves the right to bring forward the date for review of the benefits, and may reduce the benefits by more than their current indications. Whatever happens, they will not change the terms for those who commit to this Feed in Tariff (FIT) scheme, which is also known as the Clean Energy Cash Back scheme. Those with solar panels or other microgeneration installations that receive FIT income and cheaper energy bills will be at an advantage over those who have none, or those who commit after the next review.
